Lieutenant Colonel Birch enlisted into the Army as a 13B FA Soldier in 1994, and commissioned into the Military Police Corps in 2002 with a B.S. in Criminal Justice, with a minor in Sociology from Pittsburg State University, KS. He received a Graduate Degree in Business Management and Security from Webster University, Saint Louis, MO.

He also holds a Missouri Peace Officers License.

CPT James Flowers Jr. entered the Army in January 2016 as a Second Lieutenant in the Quartermaster Corps after commissioning from Texas A&M Central-Texas University ROTC Program where he graduated as Distinguish Military Student, in December 2015 with a bachelor’s degree in Liberal Studies.
He has served in an array of positions including: Mobility Officer, Platoon Leader, Executive Officer, Operation Officer, Plans Officer, and Company Commander.

Captain Shantell L. Moore enlisted in the Arkansas Army National Guard in 2010 as a Supply Specialist 92Y at 87th Troop Command in North Little Rock AR. Captain Moore received a Bachelor of Arts in Business Management from the University of Central Arkansas in 2012 where she commissioned as a Second Lieutenant through the (ROTC) program. She received her Master’s Degree in Business Management from Ashford University in 2016.
In 2012, upon receiving her commission as a Second Lieutenant, she was assigned to the 216th Military Police Company. In 2014 as a Platoon Leader at 216th Military Police Company she was mobilized to Bagram, Afghanistan. She has served in various M-Day and ADOS positions in her career including 871st Troop Command BN S4, Operations Officer at Little Rock Military Processing Station, G1 State Mobilization Officer, National Guard Quick Reaction Force (NGRF) Executive Officer and Youth Challenge OIC. She Commanded the 216th Military Police Company from August 2020 until August 2022 in North Little Rock, AR.
Captain Moore’s military education includes Basic Combat Training, Military Police Basic Officer Leader’s Course, Logistics Captains Career Course, HAZMAT Certifier, Common Faculty Development-Instructor Course(CFD-IC), Small Arms Weapon Expert (SAWEE) and Pre-Command Course.

Captain Moore currently resides in Alexander, AR, where she is the Assistant Professor of Military Science at Henderson State University and Ouachita Baptist University. She is also the National Guard liaison for the University of Arkansas at Pine Bluff.

MSG Flanagan has served his country for more than 19 years on Active Duty. During his career as an Infantryman, MSG Flanagan has earned his degrees in Management and Business Administration from Post University. He is currently pursuing his Master’s in Psychology from American Military University. MSG Flanagan currently serves as a Military Science Instructor for the University of Arkansas at Pine Bluff, Henderson State University, and Ouachita Baptist University.
His previous assignments include Fire Team Leader, Squad Leader with 1-501st (Airborne) 25th Infantry Division, Fort Richardson, Alaska, Platoon Sergeant 1-41st, 2nd Brigade, 4th Infantry Division and Military Advisor Team NCOIC 1st Battalion, 4th SFAB Fort Carson, Colorado. MSG Flanagan has deployed five times in service to the nation, to Iraq and Afghanistan in support of Operations IRAQI FREEDOM, NEW DAWN, ENDURING FREEDOM, and FREEDOM’s SENTINEL. His military education includes the Basic Airborne School, U.S. Army Combatives levels 1&2, Jump Master School, Pathfinder School, Joint Fires Observer Course, Urban Mobility Breaching Course, Defense Language (Arabic), Emergency Medical Technician course, Advance Situational Awareness, SERE School, U.S. Army Special Forces Foreign Weapons Course, Joint Fires Observer course, Military Advisor Training Academy, and the Battle Staff Course. He is also a graduate of the Warrior
Leaders Course, Advanced Leaders Course, Maneuver Senior Leaders Course, and the Master Leaders Course.

Jalina Williams serves as the Scholarship and Retention Officer and is the key point of contact to the Professor of Military Science regarding the Recruiting, Scholarships and administration of the Cadet ROTC program. She is the key contributor to the Army ROTC program’s interviewing process for prospective cadets in determining their program eligibility and waiver requirements in order to obtain 2, 3, or 4 year ROTC scholarships. Jalina originally enlisted in the US Army in 1989 as a Human Resource Administration Specialist and retired in 2011, after serving 21 years and 8 months Active Duty.
