Administrative Specialist III – Upward Bound

$12.15 per hour

40 hours per week

The Upward Bound office will be located at Hot Springs, AR in the Hot Springs Chamber of Commerce Building located at 659 Ouachita Avenue.

The Administrative Specialist III is responsible for coordinating Upward Bound grant office activities, researching and preparing special reports, and developing, revising, and recommending administrative policies and procedures as directed by the Upward Bound Assistant Director.

Typical Functions:
Researches and analyzes data pertinent for Upward Bound grant goals and objectives and prepares reports explaining findings and recommendations. Assists in developing or revising policies, procedures, and directives based on research findings; submits to the Upward Bound Assistant Director for approval. Compiles financial information used by supervisor to formulate budget proposals and monitors expenditures to ensure optimum operating efficiency. Reviews and answers or prepares correspondence relating to the Upward Bound grant program. Interprets administrative directives, policies, and procedures to ensure consistent application. Provides information, assistance, and clarifications to interested parties concerning Upward Bound policies, and procedures. Assists supervisor by maintaining leave records, appointment calendar, and prioritizing incoming correspondence. Performs other duties as assigned.

Knowledges, Abilities, and Skills:
Knowledge of computers and software applications. Ability to prepare, present, and review oral and written information and reports. Ability to research and analyze related Upward Bound program information. Ability to develop, recommend, interpret, and apply policies and procedures. Ability to analyze financial records and prepare reports. Ability to plan, organize, and direct the work of others. Other necessary and proven skills include the ability to manage day to day database entries, schedule appointments and facilities, meet program needs by assisting staff and instructors, and prepare and/or edit reports, minutes and other written communications.

Minimum Qualifications:
Must have a minimum of two-years working experience with database management tracking and reporting systems. The Upward Bound Project Secretary must be able to develop and maintain student records and communicate effectively with parents, students, educators, student support personnel and community stakeholders. Other job related education and/or experience may be substituted for all or part of these basic requirements.
