Dr. Martin Halpern, professor of history at Henderson State University, has been awarded a Fulbright Scholarship to teach at the University of Munich in Germany in 2012-13. The Fulbright Program is the U.S. Government’s flagship program in international educational exchange. It was proposed in 1945 by Sen. J. William Fulbright of Arkansas. The program sends 800 U.S. faculty and professionals abroad each year where they lecture and conduct research in a wide variety of academic and professional fields.
